It's a digital signal - the fast blinking light either makes it to the other end or it doesn't. Cable quality has almost nothing to do with it.

Awesome works great
3 FT Digital Audio Optical TOSLink Cable Optic 3ft is so cheap and does the job. This is not as fancy as other expensive optical audio cable and it uses cheaper 1mm plastic optical fiber (instead of higher quality multi strand plastic or quartz glass). But it does the job what it supposed to do. I'm not sure you can make out the difference.
I connected PS3 to my home theater using this cable. It works great, the sound quality is clearly noticeable against analog audio cable. Don't get fooled by the low price.
A Real Bargain
I never understood why one piece of flexible glass cost so much more than another. If they both transmit light and have decent quality connectors attached, why pay more? I bought a few of these cables and each one has performed just like the four expensive-brand cables I bought in the past. Don't buy into the expensive cable hype. These work perfectly.
Don't Even Bother!!!
I purchased 5 of these with one of the multiple Toslink switches. They didn't work for me at all. I tried each one seperately and none of them worked with the switch. Even more frustrating, was the fact that only one out of five work at all with my 5.1 surround sound system. Then I thought, maybe the selector switch was bad. But after purchasing name brand 3ft optical cables from one of the superstores, I found that the switch works great. Problem solved. I threw these things in the trash. I paid about 45 times more for the name brand cables. It was more than worth it. DON'T EVEN BOTHER!!!
